The regulator for the electricity and natural gas markets in Ireland is the Commission for Energy Regulation (CER). It was initially established in 1999 under the Electricity Regulation Act 1999. Since then it has had additional functions added to it under other legislation, such as under the Gas (Interim) (Regulation) Act 2002. Under the Water Services Act 2013, it is the regulator for public water and wastewater services.

The CER has established an Energy Customers Team to assist customers who are having issues with their supplier or network operator. The Energy Customers Team provides an independent complaints resolution service for customers who have used their supplier or network operator’s complaints handling process and are not satisfied with the outcome.

Bord Gáis is a commercial semi-state body that owns and operates the natural gas transmission and distribution networks in the Republic of Ireland. Natural gas can be used for domestic central heating, cooking, real flame fires or tumble-drying. Bord Gáis owns and operates natural gas transmission lines that bring gas from the Kinsale Head off the coast of Cork and from the North Sea gas fields through its sub-sea inter-connector pipeline at Loughshinny in North County Dublin.

The gas supply market in Ireland has been gradually opened to competition in recent years. Since July 2004 all business users have been able to choose their own suppliers. Since July 2007 the gas supply market has been fully opened to competition.

RULES

Activities that carry a fixed fee:

  • Meter test (in the event of a problem with the meter
  • Special read request

TAKING OVER A GAS SUPPLY OR MOVING HOUSE

If you are a new customer moving into a house that is already connected to the network, you should contact Bord Gáis Energy Supply at 1850 456 200. Alternatively, contact the appropriate supplier for your area. A meter reading should be taken when the previous occupier moves out or when you move in. To avoid the meter being locked or disconnected before you take occupancy, you should give as much advance notice as possible of the handover. You are not liable for any gas used by the previous occupier, however, if you have an outstanding gas bill from a previous address, you may have to pay this bill to avoid interruption of the supply at the new address.

If you are renting the property, you will be required to:

  • Agree to pay the gas bill by direct debit or
  • Pay a security deposit (currently 190 euro)

If you have been a gas customer for the past five years with no history of arrears, your account will be transferred to your new address. Cheques, bank drafts, money orders, or direct debit mandates should be posted to the Accounts Department, Bord Gáis Energy Supply, Foley Street, Dublin1

GAS METRES

The gas meter measures the gas that you use and operates on a two-month credit cycle. Three times a year, a meter reader will call to your home to record the amount of gas you have used in the previous two months. If the meter reader cannot gain access to the meter, he or she will leave a record card for you to phone in or e-mail in a reading. In the intervening periods an estimate of gas usage will be made. Once the meter reading is made, a bill is issued.When new meters are installed, they are located in external meter boxes. This permits the meter reader to record your gas usage without disturbing you and ensures that accurate bills are issued. The meter box will be loc
ked and you will have a key. You should keep this in a safe place and only open the box to:

  • Check your meter reading
  • Turn off the gas at the meter if you smell gas at home.

If you have a meter box but do not have a key, you should contact Bord Gáis Networks on 1850 456 200, and one will be sent to you. Meters are the property of Bord Gáis and must not be interfered with in any way.
